Dear Judy Cooley:
I am glad that I could find all of your public contact information through the GSA website. That was helpful.
This is a follow-up to a phone conversation you and I
had on Thursday, February 13, 2003 from 08:38:32 to 08:48:27 (Pacific Time).
I would like to thank you for the courtesy that you showed me when you and I spoke.
I shared with you my hopes and ambition about Citizens
For A Better America's continued support of the
National Day of Prayer. If you would like to read the
News Release announcing our involvement in the year

In our News Release we quoted in its entirety the
News Release entitled: "National Day of Prayer
Proclamation By the President of the United States of

I would like to apologize for contacting you so close
to the actual National Day of Prayer for 2003. We as
an organization have had a debate about what kind of
involvement Citizens For A Better America ® was going
to have during this year's National Day of Prayer as
well as in the future. It is certainly my hope that
this will not cause you inconvenience. It is also my
hope that you will be able to keep your commitment "to
submit a proposal in writing to your e-mail address and
to include a deadline & we will work within that."
As you might remember I was contacting you because the
gentleman at the local GSA office here in Van Nuys, CA
just did not understand why we would want to hold an
event specifically at this location. He told me that
in all his years on the job no one had ever asked him
for permission to hold a gathering or a demonstration
at the Van Nuys, CA location.
I believed after speaking with this gentleman in April
2002 that we would have this same kind of a difficulty
if we went individually to managers of GSA offices
around the United States of America. I guess what this
gentleman could not understand was that we were not
using the Van Nuys, CA location as a place to
demonstrate against the Federal Government but we were
gathering to support the President's call for Americans
to pray on the National Day of Prayer, every first
Thursday of May. We also wanted to do the same thing
at U.S. Federal Buildings across the United States of
America.
To those that might be reading this Open Letter, that
might not understand that individuals seeking to gather
on the grounds of any U.S. Federal Building must obtain
a permit to do so. They may also not know that they do
not need such permission if they are gathering on the
public sidewalk in front of those same buildings.
Because I am contacting you so close to the actual
National Day of Prayer for 2003 here is my proposal for
this year:
01. That we would obtain whatever permits necessary
for us to gather at U.S. Federal Buildings on the
first Thursday of May, as President George W. Bush
stated in the above referenced News Release, "The
Congress, by Public Law 100-307, as amended, h as
called on our citizens to reaffirm the role of
prayer in our society and to honor the religious
diversity our freedom permits by recognizing
annually a "National Day of Prayer."
02. That because I am contacting with such short
notice we are only seeking permits for two
locations across the United States of America.
a. The Van Nuys, CA, James C. Corman Federal Building.
6230 Van Nuys Bl., Van Nuys, CA.
b. The federal building in Houston, Texas located at
8701 S. Gessner, Houston, TX 77074.
03. I assume that all U.S. Federal Buildings would
have a flagpole somewhere on the outside of the
building. That is where we plan to congregate and
do what President George W. Bush has asked us and
all Americans to do, pray for the United States of
America.
What document(s) are the leaders of these events going
to need to have in their possession to make sure that
they are treated with respect?
Would you please respond no later than twenty four
hours from the date and time that this letter was sent
to you. I believed that would be a sufficient time for
you to be able to do so.
By the way, I believe that since Citizens For A Better
America ® has reached a decision that our involvement
in the National Day of Prayer ought to be a permanent
project that we conduct on an annual basis perhaps you
can also let me know how far in advance we can make
this kind of request?
It is my policy to send correspondence to anyone that I
have talked about or quoted from. Hence I am also
sending this Open Letter to the George W. Bush White
House.
I want to thank you again for the kindness that you
demonstrated during our phone call on February 13,
2003. I would also like to thank you for your patience
and understanding in this matter as well as my
appreciation in advance for your prompt and positive
reply to this letter.
