Prepared Remarks for the News Conference in front of the California, Department of Motor Vehicle(DMV) Office in Santa Barbara, California. Prepared remarks given at 11:11 on Thursday, September 26, 2002.
Ladies and gentlemen. I stand before you today to share with you with you my complaints about the California, Department of Motor Vehicle (DMV) in general and this specific office. I wanted to start this News Conference at 11:11 because of two
reasons.
One, you would remember the time because it was unusual. Two, because it is the eleventh hour for the California DMV and our state.
As I indicated in my News Release of Tuesday, September 24, 2002 which you can see by go to our website at www.cfaba.org. I am upset that Governor Gray Davis and the California Department of Motor Vehicles are
stealing people's money. I called this News Conference as an attempt to show the documents and tell the story about how they are stealing people's money.
I was in this specific office on September 4, 2002 to register a vehicle donated to Citizens For A Better America ®, at which time I received information contrary to what I and the individual making the donation were told previously. That being that
Citizens For A Better America ® or any party that purchases a vehicle after it has been abandoned would only have to pay for DMV fees and registration from that day forward, not backwards. I discovered on September 4th that either the DMV and its
employees were lying before when they told us that or they were lying now.
Then I decided to go out and get my tape recorder because I now I believed that the California Department of Motor Vehicle (DMV) was either engaged in lying, or was incredible incompetence.
When I came back in this office (point to the building), the Santa Barbara Office of the DMV, I was asked to stand and wait for the manager at a window that was not currently being used by the DMV.
At about 16:08 "Gloria," the manager of the office came by and said that she would help me and then told me after seeing my tape recorder which I was displaying openly and discovering that I was taping that she would not service me. I will share more
about this in a minute.
Because of recent events that have been played out in the media, I will now play for you part of the tape recording of the incident that took place at this DMV office on Wednesday, September 4, 2002.
I hope that you can hear the tape recording okay, if not please see me after the conclusion of this News Conference and I will be happy to play it again for you.
Here are some written excerpts of the tape recording played at the news conference:
The very first thing that she said was:
"You need to calm down."
I said:
"I take offense at the comment to keep it calm. I am calm, I think its wrong, completely wrong Gloria, and what is your last name Gloria?"
She said:
"Okay, let me have your name first."
I said:
"Robert Colaco is my name."
She said:
"I think you took my statement in the wrong way. One is to remove you from that area because its difficult to hear you in conversation
I said:
"That's fine."
She went on to say:
To have the other people (unintelligible)
She asked me a question that was unintelligible.
I said:
I am calm.
She said:
Okay is this being recorded?
I said:
Yes it is.
She said:
"Then I refuse to provide service."
I said:
If you refuse to provide service then I will tell the Governor's office. (She then interpreted me and went to a phone).
She said:
"Just a moment." She then went to a desk and called someone.
I said:
"Better get him on the phone so that I can talk to him."
My notation spoken for the recording:
"Gloria refused to provide service at 16:08:25 on Wednesday, September 4, 2002 at the Santa Barbara DMV office at Window 9.

Then after several minutes I hear something like:
"Can we help you?"
There stood two Santa Barbara Police Department officers, Officers Venable and Lino. I made the comment to them:
"The DMV decides to call the Santa Barbara Police Department without notice. Without notice that they were going to call the Santa Barbara Police Department."
They asked me to identify myself and we went on with the conversation.
They asked me what was going on and I told them what had taken place.
I told them that I was dealing with Mike at window #4 and was given information contrary to what I was given before. I told them that I was asked to wait for the manager and so I went and got my tape recorder. When Gloria Anne Martinez came to help
me and asked me if I was tape recording she said the following words:
"I refuse to provide service." 160825 on 09/04/2002 at Window 9.
Officer Venable went and spoke with her in another section of the DMV office where I could not hear their conversation.
Officer Venable and later Gloria Anne Martinez came back and she seemed to be okay with my tape recording. I do not know what Officer Venable said to her but she was now okay with me tape recording versus when she refused service to me
previously.
Gloria Anne Martinez explained to me that the I would need to pay the current year's registration. I told her that is not what we were told by employees of this office before. We were told that in the case of the lien sale of an abandoned vehicle
that we would not need to pay registration fees backwards but we would only be paying registration fees forward. I told her that what she was now telling me is contradictory. She did not care.
I attempted to bring this to the attention of the person that Gloria Anne Martinez suggested that I call which was the Public Relations Department of the DMV.
Mr. Bill Branch would not talk to me on tape and hung up on me.
When I tried to call the Director of the DMV no one at the DMV would give me a phone number so that I could call the Director. They would not even give me a phone number under the commitment of filing a formal complaint. Obviously Mr. Steven
Gourley, the Director does not want to hear by phone call from those that have to deal with his department.
I then called the governor's office on 09-06-2002 at 13:50:45. I was transferred to the constituent affairs department and I waited on hold until 14:01:30 when the message tape on my answering machine was full.
I believe it is completely outrageous that Governor Gray Davis, the governor of the most populous state in the union allows this kind of behavior from one of his departments, one which is one of the primary arms of collecting taxes for the state of
California.
I then had to send by mail the registration for another personal vehicle and I received documents that communicated to me that I am being penalized even though I sent it before the deadline.
I ask all Californians to look carefully at Governor Gray Davis's record. I encourage all Californians to vote for anyone other Gray Davis or to not vote for the Office of Governor.
